Many organizations disappeared, when the leader stopped working for the organization.

Leadership Development is usually about large investments into a very limited group of employees, which should secure the future of the company. The role of Leadership Development is not to monitor the whole population of the company, Leadership Development selects a group of employees and help them to grow in the organization.
