The HRM Function has to believe to its data and the external HRM Benchmarks provided to the top management. The top management has to be sure about the loyalty of employees and they have to know about their emotions. The HRM Function should proudly present itself as the voice of the employee, when the HRM Function really knows the feedback from employees about the situation in the organization.
The HRM Function has to be able to describe the methodologies and the reasons for the proposals to the top management, as they can feel comfortable with the tough decisions in the recession. The top management has to take tough decision and the HRM Function should support the top management. It should not be the source of rumors in the organization.
