The modern HRM Models are based on the communication, HRM expertise and clear definition of the HR Roles and Responsibilities. As the modern HR Models are very complex, the communication can become very chaotic, when the roles and responsibilities in the HRM Function are not clearly described.
The management of the HRM Function tends to make the definition of the HR Roles and Responsibilities very high level and divide the roles more functionally. In reality, the management team should focus on main processes and apply the process view.
The process view at the HR Roles and Responsibilities is completely different. The process view identifies the process owner, who is responsible for the setting of the HRM Process and the participants in the process.
The functional model of HR Roles and Responsibilities is about the ownership of the processes and tasks in one defined unit. The functional model is very traditional and the employees can easily understand to it. But, the functional HR Model is about the inflexible reactions and the functional model does not allow proper operation of the HR Front Office and HR Back Office model.
The process oriented HR Model is about the roles and tasks of the individual job roles in the defined process. The HR Process Model is more difficult to define and manage, but the model can be very flexible, when the HRM Function uses the model to the full advantage.
The clearly defined HR Roles and Responsibilities bring a lot of pain to the HRM Managers and many very questions from the employees, but the success is visible in the daily operation of the HRM Function.
