The talent management or the internal recruitment is a common question for the HRM Function. The talent management is about a forced rotation of the talents of the organization; the internal recruitment is about a more freedom for the employees to choose their new job position.
The HRM Function has a strong dilemma. The HRM Function can decide about the support of the talent management in the organization, but it means less freedom for managers and the employees in the talent management. The manager cannot decide about the new employee and the employee has less chance to choose the next job position.
Mainly the top management drives the talent management and the talent management works fully in the favor of the organization. The talents are selected for the job positions, which are believed to be strategic for the future of the organization. When the talent management works really efficiently, the talents rotate through the same sets of the job positions to have enough successors.
The internal recruitment offers easier way to the HRM Function. The HRM Function does not have to actively manage the careers of the talents. It can just make a promotional system of the internal recruitment, when the talents have a chance of a better selection of the open job vacancies in the organization.
Generally, the HRM Function has to evaluate its position in the organization. The talent management needs a strong commitment from the top management as the talents cannot choose their next job position freely and they have to accept the needs of the organization. The internal recruitment offers more freedom to the job candidates, but some strategic job positions can be empty for quite a long time, as they do not look sexy enough.
